What happened
EBSCO Industries is seeking to rezone 33 acres at Tattersall Park from planned commercial to allow residential use, proposing up to 170 age-restricted apartments, 107 additional apartments, 30 condominiums, and a hotel of up to 125 rooms, with 48 more apartments possible if the hotel is not built within three years. That last scenario is the only one in which the total reaches 355 units. Opposition grew from about 1,260 petition signatures in October 2024 to more than 2,200 by November, organized by resident Ashley Lovell, who later won a council seat. The Planning and Zoning Commission recommended approval 6-2 in December 2024, but the City Council has repeatedly delayed a vote. As of June 2026, Councilwoman Lovell said the city had met with EBSCO, which “indicated to us they have no plans on changing the current plan” and “told us they had no problem waiting 15 years for a new administration to approve the current plan.” That is Lovell’s characterization of the developer’s position, not a direct EBSCO statement.

The other side
City staff supported the amendment on the grounds it would “create development criteria for the subject property allowing a more compact/walkable form of development.” EBSCO and its partner sought continuances to keep working with community stakeholders, in the newspaper’s paraphrase of the developer’s position.
Open questions
- Whether the council will ever schedule a final vote, and on what terms, remains open.
- Whether any traffic study for Alabama 119 was independently reviewed by ALDOT is not established.
